What text evidence shows you all that he learned his lesson? What makes you think he will never steal again? If he wants shoes this week, why wouldn't he want something else next week? What will he do then?

mrs jones gave him the money because she knew he learned his lesson. So the money is basically a reward. (I am rewriting my answer because I didn't like what i had before.)
